About the Speakers:
Carlos Serrano is the Deputy Director of Palm Beach County’s Housing and Economic Development Department, bringing over 25 years of experience in housing, economic development, and community services.
A Palm Beach County native, Carlos plays a key role in shaping major initiatives, including the Housing Bond Loan Program and HUD-funded efforts, while advising on policy, funding, and project financing. Known for his sharp analytical mindset, he approaches housing development with a practical philosophy: “affordable housing is just a math problem.” He holds a degree from the University of Florida, with additional studies in accounting, finance, and real estate, and brings a well-rounded background spanning construction, strategic planning, and public sector leadership. Outside of work, Carlos enjoys life in Lake Worth Beach with his two daughters, spending time surfing, boating, fishing, cooking, and traveling.
